Does Gary Bettman Actually Believe NHL Teams Don't Tank?

The Toronto Maple Leafs had an overtime victory over the New York Rangers, where Mitch Marner had an incredible individual effort. NHL Commissioner Gary Bettman when asked about teams tanking seemed to shiver at that notion. Finally, the NHL on TNT has been great for the sport of hockey, is this exactly what the game needs?
